ក្រសួងការបរទេស Denmark ព្រួយបារម្ភការបោះឆ្នោតនៅកម្ពុជា រអិលចេញពីគន្លងប្រជាធិបតេយ្យ ខណៈក្រុមឃ្លាំមើល អំពាវនាវឲ្យពលរដ្ឋ ធ្វើពហិការបោះឆ្នោត

ក្រសួងការបរទេសដាណឺម៉ាក (Denmark) សំដែងការព្រួយបារម្ភ ជុំវិញការបោះឆ្នោត នៅកម្ពុជា កំពុងដើរខុសគន្លងលទ្ធិប្រជាធិបតេយ្យ បន្ទាប់ពីរបប ហ៊ុន សែន បានរំលាយ គណបក្សសង្គ្រោះជាតិ កាលពីខែវិច្ឆិកា ឆ្នាំ២០១៧ ស្របពេលសហគមន៍អន្តរជាតិនានា ដាក់ការគាបសង្កត់របបនេះ ឲ្យវិលទៅរកប្រក្រតីភាពឡើងវិញ។

ក្រសួងការបរទេសនេះ បានអំពាវនាវទៅកាន់ពលរដ្្ឋរបស់ខ្លួន ដែលស្នាក់នៅភាគឥសាន នៃប្រទេសកម្ពុជា នៅស្រុកស្នួល ខេត្តក្រចេះ ក្រោយមានការប៉ះទង្គិចគ្នា រវាងអាជ្ញាធរប៉ូលីស {ប្រដាប់អាវុធ} និងក្រុមអ្នកតវ៉ា កាលពីថ្ងៃទី០៨ ខែមីនា ២០១៨។ សេចក្តីអំពាវនាវនេះ ត្រូវបានដកស្រង់ចុះផ្សាយនៅថ្ងៃទី១៣ ខែមីនា ឆ្នាំ២០១៨ ក្នុងទស្សនាវដ្តី ScandAsia របស់ក្រុមប្រទេស Scandinavia (Denmark, Sweden, Norway និង Finland) នៃទ្វីបអឺរ៉ុបខាងជើង។

ក្រសួងការបរទេស ស្នើឲ្យអ្នកទេសចរណ៍ ឬអ្នកដំណើរបរទេស ត្រូវនៅឲ្យឆ្ងាយពីតំបន់ការប៉ះទង្គិចគ្នា ពីទីធ្វើបាតុកម្មតវ៉ា ឬទីតាំងយោធា និងប៉ូលីស នៅស្រុកស្នួល ខេត្តក្រចេះ។ (…)។

ការធ្វើបាតុកម្មតវ៉ានានា តែងកើតមានឡើង នៅជុំវិញការបោះឆ្នោតជាតិ កាន់តែខិតជិតមកដល់។ ការបោះឆ្នោតនេះ នឹងប្រព្រឹត្តទៅនៅថ្ងៃទី ២៩ ខែកក្កដា ប៉ុន្តែមជ្ឈដ្ឋានខ្លះកត់សម្គាល់ថា ការបោះឆ្នោតនោះ នឹងងាកចេញពីគន្លងលទ្ធិប្រជាធិបតេយ្យហើយ។

ទស្សនាវដ្តី ScandAsia ដដែល ដកស្រង់ខ្លឹមសារលិខិតមួយច្បាប់របស់ ក្រុមប្រឹក្សាឃ្លាំមើលកម្ពុជា ដែលមានមូលដ្ឋាននៅប្រទេសន័រវេស៍ (Norway) បានអំពាវនាវឲ្យពលរដ្ឋខ្មែរ ធ្វើពហិការ កុំទៅបោះឆ្នោត បើសិនគ្មានការចូលរួមពី គណបក្សប្រឆាំង CNRP ដើម្បីប្រកួតប្រជែងទេនោះ។ នេះបើតាមលិខិតរបស់ ក្រុមប្រឹក្សានេះ កាលពីថ្ងៃទី២១ ខែកុម្ភៈ ឆ្នាំ២០១៨។ (…)។

លោក ម៉ែន ណាត ប្រធាន ក្រុមប្រឹក្សាឃ្លាំមើលកម្ពុជា ដែលចុះហត្ថលេខាលើលិខិតនេះ ថ្លែងថា «ហ៊ុន សែន ត្រូវការលទ្ធផលការបោះឆ្នោត ដើម្បីបង្ហាញទៅសហគមន៍អន្តរជាតិ ឲ្យទទួលស្គាល់របបដឹកនាំរបស់ខ្លួនសព្វថ្ងៃ។ ប៉ុន្តែបើសិនចំនួនអ្នកចូលរួមបោះឆ្នោត ទាបជាង ៥០% នោះបង្ហាញថា ពលរដ្ឋ មិនពេញចិត្តរបប ហ៊ុន សែន ហើយសហគមន៍អន្តរជាតិ នឹងមិនទទួលស្គាល់លទ្ធផលការបោះឆ្នោតផងដែរ»។

កាលពីឆ្នាំ២០១៣ មានពលរដ្ឋខ្មែរ ៩,៦៧ លាននាក់ មានសិទ្ធិបោះឆ្នោត ប៉ុន្តែមានពលរដ្ឋ ដែលបានទៅបោះឆ្នោតមាន ៦៨,៥% ប៉ុណ្ណោះ។ បក្សកាន់អំណាចសព្វថ្ងៃ CPP ទទួលបាន ៦៨ អាសនៈ ហើយបក្សប្រឆាំង CNRP ទទួលបាន ៥៥ អាសនៈ។ (…)។ /(ដោយ CWCI Cambodia)

The Foreign Ministry of Denmark has issued a warning to all Danes staying in the Snuol district in the northeastern Cambodia after police and protesters crashed on March 8th.

The ministry writes the following: “On the 8th of March 2018 there were confrontations between protesters and police in the Snoul-district in the Kratie province in the northeastern Cambodia. Travellers in the area should keep af distance to potential demonstrations and gatherings of military and police and follow the authorities guidelines. The developement of the situation should be followed in the medias and possibly also via travel arrangers or the hotel. The travel advice for Cambodia has not been changed.”

The protests comes as the official election date is closing in. The general election will be held on July 29th, but few have any hopes that the election will be carried out democratically.

The Norwegian-based watchdog Cambodia Watchdog Council International (CWCI) has asked the people of Cambodia not to vote on the upcoming election as long as the former opposition CNRP isn’t allowed to run.

In a letter released on Wednesday 21^st, CWCI appeals to eligible voters not to participate on July 29^th. As long as the opposition isn’t allowed to participate, the voters shouldn’t either.

“Mr Hun Sen needs this to show the international community that Cambodians are satisfied with the current regime,” the letter signed by CWCI chairman Men Nath said and pointed out that if the number of people casting ballot is below 50 percent, “it will show that the citizens are not satisfied with the Hun Sen regime and the international community will not accept the result of the vote.”

In the previous election, which was held in 2013, 9.67 million Cambodians were eligible to vote, but only 68.5 percent decided to do so. It was the lowest turnout in the history of Cambodia.

Then the now ruling CPP won 68 seats and the opposition, CNRP, won the remaining 55 seats. CNRP opposition boycotted the result saying there were huge irregularities in the polls.
